Maryland - Paid Family Leave
DELAYED: Contributions have been delayed until January 1, 2027 with benefits to begin January 1, 2028. This was confirmed through an agency newsletter received 4/08/2025 that confirmed the final bill passed to delay the start of this tax.
Effective: January 1, 2026
The premium rate will be 0.88 percent. The premium rate is a percentage of an employee's wages that will be collected by the state from employers. The premiums will be split between employees and their employers. Employers must pay at least 50 percent of the total premium and can deduct the remainder from employee pay. Employers may also choose to pay up to 100 percent of the premium for their employees. Small employers pay a reduced premium rate.
Premiums are due up to the social security wage base limit.
Employee count: The employee count is the largest number of Minnesota employees reported by an employer on a single wage detail report during the four-quarter period that ended September 30 of the prior year. When the program launches in 2026, this will be the highest number of Minnesota employees reported in a single quarter between October 1, 2024 and September 30, 2025.
If this count is 30 or fewer employees, the employer may qualify for a reduced small employer premium rate. Independent contractors and self-employed individuals are not included in this count. Employers who qualify for the reduced small employee rate are responsible for half of the standard employer contribution.
Individuals are covered by Paid Leave if they work 50 percent or more of the year in Minnesota.
Employers / Minnesota Paid Leave
Illinois employees of employers with at least 16 employees are entitled to unpaid neonatal intensive care leave, under a bill effective June 1, 2026.
Employees with 16 to 50 employees may use up to 10 days of the leave, while employees of employers with at least 51 employees may use up to 20 days of the leave.
The bill allows an employee to use the leave while their child is a patient in a neonatal intensive care unit. Leave may be taken continuously or intermittently. However, the bill prohibits employers from requiring employees to take any available paid leave instead of the unpaid neonatal intensive care leave. The bill requires employers to maintain an employee’s health insurance benefits while the employee is on leave and to reinstate the employee to their former position or a substantially equivalent one once leave ends. Employers may not take any adverse actions against employees for exercising their right to neonatal intensive care leave.

Ohio
Withholding Tax
Withholding methods have been updated effective October 1st, 2025.
The percentage method will use three brackets with rates of: 1.775%, 2.99%, and 3.64% - a change from six brackets ranging from 0.501% - 3.8%.
The value of a state allowance remains $650 annually, the department confirmed.
This update has been made in the ProLiant tax system. Employees will be able to reconcile their withholding tax in regards to this changed method when they file their individual tax returns.

Paid Sick Leave Policy
The state of Nebraska has implemented a new mandated paid sick leave policy effective October 1st, 2025.
Employers with existing paid time off policies that meet or exceed the Act’s requirements are not obligated to provide additional sick time or allow accrual beyond their current policy.
Employers with 11 or more employees are required to provide paid sick time to their employees.
Employers are permitted to select higher limits of accrual and use.
Accrual begins once an employee has worked 80 hours in Nebraska. After that point, employees earn 1 hour of paid sick time for every 30 hours worked. Paid sick time accrues at the same rate during sick leave as during regular work hours.
